Federal Legalization of Sports Gambling

A bill signed by Gov. Janet Mills in April allows Maine`s four native tribes to work with commercial operators and offer online sports betting. The state passed a law in early 2020 allowing sports betting at tribal casinos in the state. The state does not allow mobile/online betting. All betting on state college games and events, including player accessory betting, is prohibited. Delaware`s sports betting market still bans online betting, leaving only three sports bets in the state — and revenue figures not impressive. Expanding sports betting in conservative Mississippi will be a tall order. As in most Southern states, politicians have a deep opposition to the game. Maryland law allows up to 60 online sports bets and 30 retail sites, five of which already accept betting. This has contributed to very little tax revenue compared to what Maryland predicts each year among online betting. PASPA, the law for the protection of professional and amateur sport, was adopted in 1992. This law has long been the only real obstacle for enthusiastic American sports bettors.

In practice, PASPA has allowed Nevada to have a monopoly on single-game sports betting. Given the overwhelming popularity of American sports betting, it was a financial disaster. The law bankrupted major casinos such as those in Atlantic City, NJ, and Biloxi, MS. In addition, PASPA has cost the government approximately $400 billion to $500 billion annually in taxable expenses.
