Unless otherwise specified, these rules apply to all government employees of groups “A”, “B”, “C” and “D”, including members of all Indian departments engaged in the affairs of the State of Haryana, and to all other government employees or groups of government employees to whom the competent authority makes them applicable by general or special order. 5. Power to relax, interpret and supplement: – The power to interpret, amend, amend, relax and remove doubts about these rules rests with the Ministry of Finance. 3.

Special provisions, if any, which are incompatible with these rules: – If, in the opinion of the competent authority, special provisions are necessary and inconsistent with these rules in respect of a particular post or conditions of employment, that authority may, notwithstanding anything to the contrary in these Regulations and subject to the provisions of paragraph 2 of Article 310 of the Constitution of India, in the conditions of appointment of the person: who has been appointed to such a board, provide for all matters for which that authority considers that special provisions are necessary: the provisions of this Regulation shall apply. 1. An official`s entitlement to travel expenses shall be governed by the rules in force at the time of the travel for which he is made or undertaken. 7. Repeal: The Travel Allowance Rules contained in Volume III of the Punjab Civil Service Rules, which were in force immediately prior to the date of entry into force of these Rules, are hereby repealed: provided that any order or measure issued or taken under the repealed Rules shall be deemed to have been made or taken in accordance with the corresponding provisions of these Rules. Note 1: The Speaker of the Legislative Assembly consented, in accordance with article 187 (3) of the Constitution, that the Governor, in consultation with article 187, paragraph 3, of the Constitution, had adopted rules until a law was promulgated by the State legislature in accordance with article 187, paragraph 2, of the Constitution or rules were adopted by the Governor in consultation with the Speaker of the Legislative Assembly. in accordance with Article 187(3) of the Constitution of India. These rules, together with any amendments thereto, shall apply to the staff of the Secretariat of the Legislative Assembly of Haryana with the prior consent of the Speaker. 2. These Regulations are deemed to have come into force on or after July 19, 2016. Note 2: The Chairman of the Haryana Public Service Commission has accepted the application of these rules, as amended from time to time, in the case of civil servants and employees of the Haryana Public Service Commission. Note 3:- If there is any doubt as to whether or not these rules apply to a person, the decision rests with the Department of Finance.

(2) The travel allowance of a Crown employee who is promoted or retroactively transferred or who receives a salary increase shall not be revised.
