EDTs are typically used when the task is known and can be described in specific terms. They may be preferred if the government does not want innovative approaches or considers gaps in contractors` processes as a risk. SOOs set higher-level performance results and targets, and PWS focus on results, desired outcomes and objectives at a more detailed and measurable level, while SOWs include explicit statements about the work instruction for the contractor or supplier. SOWs are generally included in the Crown Call for Tenders (RFP or RFQ) and are included in the final contract as negotiated with the bidder. In federal tenders and contracts, the specifications should be inserted in Section C “Descriptions/Specifications” of the Common Contract Format[8][9][10], but may also be added as an annex to Section J.
In task orders, the EDT can easily be included in the terms of the task itself. The SOW is often complemented by technical reference documents and annexes. When developing specifications, care should be taken to ensure that the terms of reference are complete and sufficiently detailed, but that the declarations do not overlap with terms or other provisions elsewhere in the tender or contract. Many companies create their own customized version of SOWs that are specialized or generalized to meet typical requests and suggestions they receive. However, it is usually shaped by the goals of senior management and input from customers and/or user groups. [1] The MIL-STD-881 and MIL-HDBK-245 guidelines state that a work breakdown structure should be used in the development of the SOW. This can use the WBS as a blueprint, with each WBS element (in the same name and numbering) being the sub-parts of Section 3 of the SOW, making it easier to develop and improve subsequent billing and tracking. The WBS, which focuses on intelligent subdivision and defining a hierarchy of work items, can then focus the SOW in the corresponding sections on describing what is done with that part or how that part is done.
