Methodology – The study was conducted using the comparative method, i.e. the “Yellow Pages” rule was taken into account on the data from Kazakhstan. Observational, quantitative analysis and comparison methods were also used. Originality/Value – The author described the mechanism of the “Yellow Pages rule” and its gradual application using the example of Kazakhstan. On the basis of the study of this principle, the functions of the participants in the privatization process were distinguished. The advantages and disadvantages of privatization in Kazakhstan were also identified. Results – The results of the research showed that the application of the principle of the Yellow Pages rule in Kazakhstan is not as effective as in Singapore, because not all rules, i.e.
